The research is applied to the Ostouane basin (144 km2), in Northern Lebanon, where hydro-meteorological data are insufficient to develop complex hydraulic models. Part I presents an extensive field investigation conducted to address the data challenges in the basin. Topographic data included a high-resolution Digital Elevation Model (DEM) and bathymetric cross-sections. Citizen science data comprised socio-economic surveys, stakeholder questionnaires, and crowdsourced water levels and extents. In part II, a novel hydro-conditioning framework is proposed adapted to flat terrains with anthropogenic features. Bathymetric data is integrated, levees are removed and the drainage is detected and enforced into the channel and floodplains. The hydro-conditioned terrain is used to map the Height Above Nearest Drainage (HAND) terrain index, producing HAND rasters consistent with the site topography. Synthetic rating curves (SRC) extracted from reach-scale hydraulic geometry show a high reliability leveraging bathymetric measurements. In part III, flood mapping is evaluated using the HAND-SRC model through a comparative analysis against a 1D hydraulic model and crowdsourced data of a past flood event. The HAND-SRC model confirms its efficiency and accuracy when using a sub-meter resolution DEM after applying the hydro-conditioning framework. Flood mitigation strategies are optimized by integrating multi-criteria in decision-making models. A TOPSIS model is used to evaluate reach-scale mitigation measures using modelling output, citizen data and literature. Stakeholder-driven criteria weights prioritize immediate protection by structural measures, while data-driven weights include upstream interventions and nature-based solutions in a holistic view. A balance of both is crucial to adhere to integrated flood management goals. In conclusion, this thesis demonstrates that the ingenious incorporation of low-cost alternative data sources is essential to improve flood management in poorly gauged basins. Sub-meter resolution topographic data, maintaining terrain convergence and drainage continuity, are fundamental for flood hazard mapping in low relief areas. Crowdsourcing has inherent validation potential and is promising for reconstituting past events. Objective data should be combined with stakeholder perspectives for resilient and sustainable flood management. The multi-criteria decision-making framework can become a reference for mitigation measure comparison. Le site d\u2019\u00e9tude est le bassin versant d\u2019Ostouane (144 km2), au nord du Liban, dans lequel les donn\u00e9es hydrom\u00e9t\u00e9orologiques sont insuffisantes pour d\u00e9velopper des mod\u00e8les hydrauliques complexes. La th\u00e8se comporte 3 parties. La Partie I pr\u00e9sente l\u2019important travail de terrain r\u00e9alis\u00e9 pour relever le d\u00e9fi li\u00e9 aux donn\u00e9es. Un mod\u00e8le num\u00e9rique de terrain \u00e0 r\u00e9solution infra-m\u00e9trique (MNT-HR) est construit \u00e0 partir de relev\u00e9s photogramm\u00e9triques et compl\u00e9t\u00e9 par des coupes bathym\u00e9triques. Des donn\u00e9es participatives et de retours d\u2019exp\u00e9rience sur les inondations pass\u00e9es sont collect\u00e9es \u00e0 partir d\u2019enqu\u00eates et de questionnaires socio-\u00e9conomiques aupr\u00e8s des citoyens et des acteurs locaux. Dans la Partie II, un pr\u00e9traitement original du MNT-HR est propos\u00e9. Adapt\u00e9 aux zones \u00e0 faible relief anthropis\u00e9es, il consiste \u00e0 int\u00e9grer la bathym\u00e9trie, supprimer les digues et am\u00e9liorer le drainage de la rivi\u00e8re et de la plaine d\u2019inondation. Le MNT-HR pr\u00e9trait\u00e9 est utilis\u00e9 pour cartographier l&rsquo;indice de terrain Height Above Nearest Drainage (HAND). Les rasters HAND produits sont conformes \u00e0 la topographie du site, et les courbes de tarage synth\u00e9tiques (SRC), extraites de la g\u00e9om\u00e9trie hydraulique \u00e0 l&rsquo;\u00e9chelle du tron\u00e7on \u00e0 partir des mesures bathym\u00e9triques, sont d\u2019une grande fiabilit\u00e9. La Partie III pr\u00e9sente la cartographie de l\u2019al\u00e9a d\u2019inondation par le mod\u00e8le HAND-SRC compar\u00e9s \u00e0 ceux d\u2019un mod\u00e8le hydraulique 1D et aux relev\u00e9s d\u2019un \u00e9v\u00e9nement d&rsquo;inondation pass\u00e9. Le mod\u00e8le HAND-SRC confirme son efficacit\u00e9 et sa pr\u00e9cision, \u00e0 condition d\u2019\u00eatre bas\u00e9 sur un MNT-HR \u00e0 une r\u00e9solution infra-m\u00e9trique, apr\u00e8s l\u2019application de toutes les \u00e9tapes de pr\u00e9traitement. Les strat\u00e9gies de r\u00e9duction des effets des inondations sont optimis\u00e9es en int\u00e9grant de multiples crit\u00e8res dans des mod\u00e8les d\u2019aide \u00e0 la d\u00e9cision. Le mod\u00e8le TOPSIS est utilis\u00e9 pour hi\u00e9rarchiser les mesures de r\u00e9duction des inondations identifi\u00e9es \u00e0 l\u2019\u00e9chelle d\u2019un bief, \u00e0 l\u2019aide des donn\u00e9es recueillies aupr\u00e8s des citoyens, des acteurs locaux et de la litt\u00e9rature. Une approche subjective, o\u00f9 les crit\u00e8res de d\u00e9cision sont bas\u00e9s sur les acteurs locaux, donne la priorit\u00e9 \u00e0 la protection imm\u00e9diate des biefs aval, par des mesures structurelles, tandis que qu\u2019une approche plus objective bas\u00e9e sur la litt\u00e9rature va prioriser les interventions en amont et les solutions bas\u00e9es sur la nature dans une vision holistique. L\u2019\u00e9quilibre entre les deux approches est donc crucial pour satisfaire les objectifs d\u2019une gestion int\u00e9gr\u00e9e des inondations. En conclusion, cette th\u00e8se d\u00e9montre que l&rsquo;int\u00e9gration ing\u00e9nieuse de sources de donn\u00e9es alternatives, \u00e0 faible co\u00fbt, est essentielle pour am\u00e9liorer la gestion des inondations dans les bassins peu jaug\u00e9s. Les donn\u00e9es topographiques de r\u00e9solution infra-m\u00e9trique, int\u00e9grant la bathym\u00e9trie du lit d\u2019\u00e9coulement et la continuit\u00e9 du drainage, sont fondamentales pour la cartographie de l\u2019al\u00e9a d\u2019inondation dans les zones \u00e0 faible relief. Les retours d\u2019exp\u00e9rience ont un potentiel de validation inh\u00e9rent et sont prometteurs pour reconstituer des \u00e9v\u00e9nements pass\u00e9s. Des donn\u00e9es objectives doivent \u00eatre int\u00e9gr\u00e9es aux dires des acteurs locaux, pour que la gestion des inondations soit r\u00e9siliente et durable.
